Wet her hair thoroughly, then have her sit on a chair and look at the floor. Comb her hair over and down to her chin so there are no tangles and then cut straight across.
That'll give her some nice layers.
With a ponytail, you run the risk that the hair isn't perfectly straight inside, so you might wind up with uneven layers.

i think turning your head upside down sounds easier, cuz with it up in a ponytail you don't know if it's cut evenly.

i am a hair dresser and what i would would do it get her to wash her hair and blow dry it entil its damp then take and layer it when it it down out of a ponytail

Pull all the hair to the front of the head into a ponytail and cut straight! There will be long layers that are all even. This is called a "Gypsy cut" for some reason.
